PROJECT SUMMARY

The West Travis County Public Utility Agency (WTCPUA) 20” water transmission main project consisted of installing approximately 12,300 linear feet of 20” ductile iron piping to deliver water from the water treatment plant to a nearby pump station. Our team was engaged to provide a full constructability review identifying potential risks, a full Class 2 cost estimate, and a project schedule. 


During our review process, we made numerous recommendations that would benefit the project by decreasing cost and increasing efficiency. Using one of our modeling software suites, we were able to identify an alignment issue that would have created a delay by requiring the survey to be redone prior to the beginning of construction. In addition to diverting the delay, we also saved hours on the management of the new survey.


This project involved construction inside a neighborhood where city officials resided, and the client was concerned with how long the entrance to the subdivision would be disrupted. To provide the client with a best- and worst-case scenario look ahead, we prepared a complete project schedule and broke the pipeline into sections. The first section was the part involving the neighborhood. From there we prepared two alternative timelines so the client could see how long the best- and worst-case scenarios could potentially last.


After the project went through the bid process and was awarded, we began our construction management participation by reviewing submittals and coordinating with the contractor about site visits. We conducted daily on-site inspections and reported back to the design engineer. When an RFI came up, we facilitated its delivery to the engineer for review and then made sure it got back to the contractor. From there, we assisted in completing those tasks by moving in the direction determined by the engineer. During that process, our team project manager reviewed proposed change orders and prepared a comparison cost estimate to determine if the cost reflected in the submitted change order was justifiable. This project has been completed and was finished on schedule and within budget with only two change orders.
